That directory doesn’t exist in my build area. In opal/util/keyval I have 
keyval_lex.lo.

Yes; specifically I’m using the tarball from 
https://download.open-mpi.org/release/open-mpi/v4.1/openmpi-4.1.1.tar.bz2
