Unfortunatly it will not work.
Embedded hwloc has its own configury logic and hence does not seem to interpret 
command line options.
If hwloc is provided by your distro and fits your needs, you should use this 
one instead
configure --with-hwloc=external
Or
configure --with-hwloc=DIR
