Since you are able to build OMPI from scratch, can you build it with —enable-debug? If so, then you could set an MCA param or two for debug purposes that might help us narrow down where the delay is coming from. I’d start with "—mca state_base_verbose 5” and see if there is some noticeable hang during the output.
