When you change major RHEL release # and OFED version #, it's a pretty safe bet that you would need to rebuild Open MPI.
-Tom P.S. There was no Open Fabrics OFED 2.4 (Release #s jumped from 1.5 to 3.5) , so I guess this is a Mellanox OFED 2.4.
