Just to amplify Ralph's response a little, I noted what was
basically the same issue in
http://www.open-mpi.org/community/lists/users/2014/09/25284.php
(titled "new overcommitment warning?") and after a little to-and-fro
to achieve clarification Ralph indicated that the warning in
question was in fact a (minor) bug in open-mpi 1.8 that would be
fixed in the 1.8.3 release. So it seems there's no real need to
prolong the discussion of this point.
