[OMPI users] Mellanox/Voltaire FCA support

I see that OpenMPI 1.5.x supports the Mellanox/Voltaire FCA MPI Collective 
Accelerator.

Are any special OpenMPI builb options required to use this?
Is the feature runtime selectable?
