--host is the correct option, but the host string "arm" is not valid; it needs 
to be a proper triple, something like "x86_64-unknown-linux-gnu".
Either way, ARM was not a supported platform in the 1.4.x release; the earliest 
version of Open MPI to support the ARM platform was 1.5.2.
