Humm....  That is all I've ever had to do when faced with a similar situation 
is to get that set properly.

In chrome, chrome://settings/ do you see under "Default Browser"

The default browser is currently Google Chrome.

(FYI, the setting in KDE settings applies only to KDE applications)
