I have replicated this problem on a 8-yr old Dell (32-bit) and a 5-yr old Dell 
Precision T7400 (64-bit). Both machines were upgraded from F20 using fedup (and 
previously from F19 to F20 also). 

This problem did not happen on an update with a fresh install of F21 on a Dell 
Latitude E6400.

I removed atlas-devel and installed and then this problem did not show up.
