"must" is an interesting verb. :) I wouldn't be surprised if the ifcfg scripts are deep-sixed by the time we reach the Fedora release that'll be the base of RHEL 8. If there are ifcfg settings that network understands but NetworkManager doesn't, file a bug report or get ready to use a keyfile under "/etc/NetworkManager/system-settings/" (check "man nm-settings" for keyfile settings).
