Yes, it can. And you can install a PDF printer, if it isn't already installed, so that *any* application can print a PDF. However... You get very little control over how they're created, so your quest for a fully functional PDF creator may be fulfilled. Since my need for a PDF file is virtually only to give someone something that they can print out without any major dramas, it works fine for me.
