I would sooner imagine it's a phishing attack. People don't just randomly send 
other people money by email without first agreeing on the method of exchange: 
Google Wallet, PayPal, Bitcoin, etc. And none of those send encrypted emails as 
confirmations. (They probably ought to sign those emails, but that's a 
different problem.)
