Odd.  First off, NO-CARRIER would suggest the link is not connected.  I just 
pulled the plug on one of my systems and I see....

But the config file still exists.

/etc/sysconfig/network-scripts/ifcfg-p2p1

Do you have access to the system to use the GUI tools of network manager?   
(I'm assuming you are using nm).
