So open a bugzilla listing specific problems with the man page, such as using terms that are never defined. (Listing the terms you're objecting to would be a Good Idea.) Explain in the initial report that you'd be willing to update the page, but (surprise, surprise) don't understand what it's trying to say well enough to re-write it.
