What does that mean?
It means that the release version is, or should be, 19. However, I'd
suggest that you use package-cleanup --dupes and check to see if you
have duplicate versions of fedora-release-noarch. If you do, yum will
think you're using the earlier version because that's what it goes by,
not what's in the file. (And, before you ask, yes, I got bit by this once.)
