Might be a variant of this bug:

What you can do as a work around is:

sync && reboot -f

That's an abrupt forced reboot but syncs and should unmount file
systems cleanly.

it is related to some problem at cups services stoppage,as if I issue a systemctl stop cups I get :

systemctl stop cups
Warning: Stopping cups, but it can still be activated by:
  cups.path
  cups.socket

after a couple of minutes waiting
