There is none -- as you've discovered, that's created by cloud-init.

If you are running the cloud image locally, you will need to either provide
a "fake" ec2 metadata service -- see https://gist.github.com/smoser/1278651
for one example -- or use the "nocloud" data source to provide files via an
attached vfat or iso filesystem. Docs for the latter are at 
http://cloudinit.readthedocs.org/en/latest/topics/datasources.html#no-cloud.
