I think this might be a packaging bug in F19.  Take a look here:
<https://wiki.gnome.org/GDM>.  The list of dependencies does not include
gnome-shell.  Among the list, glib seems to be the only candidate that
might require gnome-shell (remotely).  I checked on my F19 server, that
is not the case:

$ rpm -q --provides glib
glib = 1:1.2.10-39.fc19
glib(x86-64) = 1:1.2.10-39.fc19
libglib-1.2.so.0()(64bit)
libgmodule-1.2.so.0()(64bit)
libgthread-1.2.so.0()(64bit)

Actually, I see that the dependency was explicitly added without gdm
actually requiring it (IOW, packager's configuration choice):

Maybe it is worth a bug report?
