exFAT may be subject to patents [1] and thus cannot be in Fedora proper.

You can install the "exfat-fuse" package from RPMFusion-free in order
to mount exFAT disks in Fedora, and fsck/mkfs/etc. are in the
"exfat-utils" package also in RPMFusion.
