Ok, I found "yum install unrar" and did:
[root@box10 Downloads]# unrar e
"tomato-E3000USB-1.28.9054MIPSR2-beta-Ext.rar"
UNRAR 4.20 freeware Copyright (c) 1993-2012 Alexander Roshal
Extracting from tomato-E3000USB-1.28.9054MIPSR2-beta-Ext.rar
Extracting CHANGELOG OK
Extracting tomato-E3000USB-1.28.9054MIPSR2-beta-Ext.bin OK
All OK
