It's much more likely to be a problem with your ISP, or possibly a misconfiguration in your Fedora install. Just for the heck of it, try pinging with different packet sizes, e.g.: ping -s 1024 8.8.8.8 ping -s 576 8.8.8.8 and see if some work and some don't.
