Do you still have the original 70-persistent-net.rules? Instead creating a new one, I would modify the original one to make sure syntax is correct. After a reboot check what you have in dmesg and compare to rules from udev in a file and ifcfg files. Make sure that they are consistent. That should fix the problem for you.
