I've had a go at stting this up on a clean VM and exactly the same thing
happens to me so I've filed a bug
https://bugzilla.redhat.com/show_bug.cgi?id=912892

the loginctl commands suggested by pomo work, but you need some sort of
extra shell session to the machine which is a faff.
