This sounds like the problem being tracked by this thread: 
https://bugzilla.redhat.com/show_bug.cgi?id=816764

The problem appears to be related to a combination of XFWM and GDM. If 
that's what you have, depressing the Shift key for 20 seconds should 
re-enable the keyboard.
