Depending on what file(s) you're using to start with (recent rpms? F17 Final? F18 Alpha?) rsync may not give a significant reduction in bandwidth, but the delta ISOs in https://dl.fedoraproject.org/pub/alt/stage/deltaisos/Gold_releases/18-Beta/ will, if you're starting with either the F17 Final or F18 Alpha DVD ISO (of the same arch).
