It probably wont' match your SELinux settings so run:
restorecon -R /us/lib
run xine --help to make xine look for plugins on the above directory
So, there is no Fedora repository RPM for these?
I found the codecs at
http://www.mplayerhq.hu/MPlayer/releases/codecs/
and they do provide an rpm package.
