Usually, yes (when using network manager).  Disconnect, wait a moment,
plug back in again, and it'll do its trick.  You can even watch the tail
of /var/log/messages to see what it's doing.

Much easier, and quicker to restart network manager than go through a
whole reboot.  Which isn't going to make network manager behave any
differently.
