MATE is not currently in the Fedora repositories.

To install, follow the instructions at http://wiki.mate-desktop.org/download

yum install

yum groupinstall MATE-Desktop

FYI.... http://fedoraproject.org/wiki/Features/MATE-Desktop  contains the 
status for inclusion of MATE in F18.
