No problem here (F17). Besides some german, I'm reading a lot of swedish,
danish and norwegian articles, and I've never encountered a single
problem with its special characters (ä, ü, å, æ, ø ...).

I'm using UTF-8 both with Firefox and for the whole system.

[htd@wildsau ~]$ locale
LANG=en_US.UTF-8
LC_CTYPE="en_US.UTF-8"
[...]

And so on...

Try http://www.bt.no , can you properly display the norwegian special
characters?
