It seems that L and R designations for Alt, Shift, and Control are not 
supported. 
This was mentioned in several bugzillas. 
https://bugzilla.redhat.com/show_bug.cgi?id=795082  is one.

FWIW, "Apply" is sufficient to make the changes.  Need to restart.

That is another change that was made in the latest ibus.  I don't think there 
is a
way to change that behavior.  FWIW, I prefer this new behavior.  :-)
