Are you saying you've disabled pulse-audio?  If not, then have you looked at the
settings shown in pavucontrol?

FWIW, when I installed skype on my F16 system I wanted to get skype to use my
Logitech headset.  But, couldn't find a setting in skype to do it.

I ended up running skype's "echo test" while having pavucontrol up.  It showed 
the
application "skype" and that it was using the sound card.  I was able to switch 
it to
the headset though pavucontrol.  So, if you happen to have more than one sound
device....the "wrong" one may be selected.
