You won't have 70-persistent-cd.rules in F17.  I've not seen where/how F17 
generates
the links and/or keeps them consistent across boots.

However, if you have /dev/cdrom linked to /dev/sr0 and both the button and 
command
fails to eject then I would first determine if a process has the device open.  
If
not, then I'd start suspecting a problem.
