I do not know if kernel-modules-extra is on the DVD ISO, but you can
download the package[1] on another machine and install it without
internet access.

# yum localinstall /path/kernel-modules-extra-3.3.4-5.fc17.x86_64.rpm

I was only providing an example. I did not know your CPU arch. SCTP is
provided regardless of arch.
