What you really want is to add this....

if ! [ -d /var/run/uuidd ]
   then
      mkdir /var/run/uuidd
      chown uuidd:uuidd /var/run/uuidd
fi

That doesn't fix the problem about "systemctl stop uuidd.service" not stopping 
the
service.
