/usr/libexec/cups/filter ? Instead of /usr/lib/cups/filter?
I can't say for sure about F16 but I do know that I've had trouble with
the Samsung installer failing to install it's filters under root
ownership. Check on that before going to heroic efforts to solve
whatever problems you may be having.
