systemctl isolate runlevel3.target   Is what I use after booting up to get to 
runlevel3....if I want to get to runlevel3 during the
boot, I 'e' the grub menu command and add a 3 at the end of the 'linux' line.  
Then F10 and it boots to runlevel3.
