I think the "desktop" name of system-config-printer needs to be changed, as noted here: https://bugzilla.redhat.com/show_bug.cgi?id=732925#c10 As to why there are two such programs: well, the new GNOME one is intended to be a simple way of easily setting up printers (i.e. no advanced options).
