I too did a clean install of f16 and my boot log files are empty also. I
installed from the live cd - wonder if the cd is lacking a crucial file
to enable logging?
[fred@athbox log]$ ls -l boot*
-rw-r--r--. 1 root root 0 Dec  4 11:22 boot.log
-rw-r--r--. 1 root root 0 Nov 19 21:11 boot.log-20111120
-rw-r--r--. 1 root root 0 Nov 20 21:20 boot.log-20111127
