Yup, it happens on a clean install of F16 as well. If you ask me, it's a bug. I wouldn't know how to interpret such behavior as a "feature"... ;-) Though I guess that menu is opened quite rarely --- if ever --- in any typical workflow, so I wouldn't consider it a big issue...
