Never happened to me.

That did.  And 'twere the only reason why a kernel upgrade might not
take place (interdependent packages not yet available).  Otherwise, all
downloaded updates get applied.  However, things like kernel updates
wouldn't be used until after a reboot, and other things until whatever
they were was restarted.
