No, vgopt is now 25G (as your above output shows).  When you resize a PV
in a VG, the VG automatically changes to match.

The next step would be to add the space to LV(s) in the VG with
lvresize, and then to resize the filesystem(s) with resize2fs (assuming
ext2/3/4).
