In fallback mode the workspace switcher works like it did before. I am used to having certain apps in certain windows and want to keep working that way for the time being. I also can have some windows with confidential data on them at work and having gnome shell show all windows at somewhat reduced size when switching around isn't something I want as I can be working with people in my office.
