I've run into that myself, Robert, starting with an F12 kernel.  My
cheap-and-dirty (and perhaps not recommended) fix was to add:

        rmmod usb_storage;modprobe usb_storage

to the /etc/rc.d/rc.local file to force the unload and reload of the
USB storage module at the end of the boot process.  It works, but seems
rather a kludge.
