Ok, probably I wasn't using the best example...
I have now found this link:

where it seems I have also to include another pid (that actually
doesn't exist on my process list using "ps -ef", strange....)

# cat /var/run/libvirt/qemu/wxp_test.xml | grep pid
gives

<domstatus state='running' pid='4944'>
    <vcpu pid='4948'/>

And after putting also the 4948 pid in tasks file, the constraint is
in effect...

It has been about a day I was searching something useful to solve the
"possible" problem.... posting to the list probably gave me more
luck... ;-)
