I'm not sure what you've already tried, but yes, you would want windows installed first because it will overwrite the boot sector. When you install F14 you will get to a boot loader (grub) setup screen which should automatically detect windows and create a boot option for it, though it will have a generic name. I usually edit it and call it something like "Windows".
