You could try "package-cleanup --dupes" or "packages-cleanup --problems" to look for problems in the RPM database. What happens if you do "yum reinstall tzdata" or yum distro-sync tzdata"? If the latter works, you could try "yum distro-sync" to try to get the current version of all packages.
