You can't mix DHCP and static IP addresses with NM, so no.

Since you don't want it to be the default, you can just make a special 
connection in NM. This special connection can have the static IPs for 
both your routable and non-routable networks. With one click of the 
mouse on the nm-applet icon you can switch in between networks.
