Post your Apache config and log files (*).  Unless there's a known fault
regarding your issue, that's going to be the only way someone else can
diagnose what's going wrong.

* The files in these directories:
  /etc/httpd/conf/
  /etc/httpd/conf.d/
  /var/log/httpd/

You should also say how you're starting the Apache web server.  From the
command line (which exact command), from the system's services
configuration thingummy, or some other way.
