In this case it is /boot/efi partition that is having size problems. The
directory /boot/efi/EFI/Linux gets entries for each new kernel but is
not getting cleaned when a kernel is removed. I see on a virtual machine
following rawhide that there is now a
/boot/EFI/Linux
entry separate from
/boot/efi/EFI
I don't see where the system is configured to use
/boot/EFI
