For me, this option has been around for a while, certainly in F42, but did
not prevent battery from charging to
100% when it dropped below 90%.  I have an old laptop that is almost always
plugged in, so was happy
when the "preserve battery health" option started working.  Now it stays
between 70 and 80%
when on a charger.
